U.S. Senator Michael Bennet (D-CO) hopes Establish A federal regulator that will focus on overseeing digital platforms and tech giant. Lawmakers introduced Digital Platforms Commission Act (PDF) In Congress, the desire to create a five-person federal agency appointed by the president and approved by the Senate. They will be experts in related fields, including computer science, software development and technology policy.
The commission will be responsible for ensuring the “fairness and security of algorithms on digital platforms” and promoting competition. It will also have the power to conduct investigations, impose penalties and create new rules, such as those to ensure appropriate transparency and consumer protection. The committee will also set requirements for regular public risk assessments regarding the dissemination of harmful content on digital platforms.
Under the leadership of this committee, a “Code Council” composed of technical experts and public interest experts will develop standards and policies that can be implemented. In addition, the committee will establish a research office of 20 dedicated staff, responsible for conducting internal research and coordinating with external academics and experts.
As stated in the legislative announcement, the Department of Justice and the Federal Trade Commission today oversee digital platforms. However, Bennett believes they lack the expert staff and technology-oriented culture necessary for strong oversight.
Washington post Bennett was motivated by his personal experience with disinformation as part of the Senate Intelligence Committee and seeing how social media affected his children, the report said. However, as the publication notes, it remains to be seen whether the legislation will be approved by the Senate, where Democrats hold a 50-50 majority.
